The Palestinian Liberation Organization has received a grant from the International Development Association (IDA) in the amount of USD 10 million for the benefit of the Palestinian Authority to provide additional finance to the Finance for Jobs (F4J) Project II. This project will be implemented over 4 years by DAI on behalf of the Ministry of Finance (MOF).

The Finance for Jobs (F4J) Project is issuing this request for expression of interest to consulting firms interested in providing business planning assistance to the Investment Co-Financing Facility (ICF) eligible applicants in accordance with the Project Implementation Agency (PIA) team instructions. The ICF is a financing mechanism where F4J provides financing support to new investment projects in the form of grants to enable investors to proceed with their investments.

The assistance will include preparation of business plans, investment analysis and financial modeling, due diligence, risk analysis and mitigation, environmental assessment and safeguards (ESMPs), job creation estimates, governance, financial and management capacity assessment, procurement strategies project implementation readiness, upgrading production processes, market linkages and technology adoption.

The services may also require specialized technical expertise to assess the technical aspects of investment projects such as engineering design, production lines, solar systems, agriculture, light manufacturing, Telcom, IT and others as required.

The PIA invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information per the criteria below, indicating that they are qualified to perform the services. The shortlisting criteria are:

  • General Experience: A firm that has been in the consulting business for at least 5 years and has established presence in the West Bank and Gaza over the past 3 years.
  • Specific Experience: proven experience in developing business plans for a variety of industries, financial modeling, environmental and social assessment, procurement systems, and due diligence process, and successful completion of at least five relevant assignments over the past 3 years.
  • Management and Technical Capacity: demonstrated in the firm’s ability to mobilize a team of experts with appropriate knowledge and experience in the fields mentioned earlier. The number of years senior experts have been retained, firm’s operations, documentation and quality assurance systems.
